NEBGF By-Laws
Article 4.
SectionG.
Ballot voting on Federation business may occur outside of scheduled meetings. Member clubs may cast votes on published ballots provided by the Board of Directors. Such ballot issues shall be forwarded by mail or electronic mail to each member club, allowing at least 30 days for a response from each club. Ballots shall be mailed to the club representative registered by the respective Associations on their mailing lists. All ballot results shall be certified by the Federation President and the Federation Secretary.

The by-laws actually have provisions for electronic balloting which gives the ability to make decisions in between the annual meetings. We should inform delegates at this years (2012) meeting and implement this tool with a quarterly balloting system for issues/changes. With this site we would not have to rely only on the club representative to present info to their club, we can also make possible changes available through the site/forum. Set the discussion period for 30 days, and a voting period of 30 days. Much better than the current process where items get brought up at the meeting and are never heard about again until the next meeting.
